VO post of TWOWAY match creates rct even if post errors out
Symptoms:
When posting a voucher containing service lines under two-way match, the amounts vouchered and the reverse supplier accrual may be incorrect or missing.
Solution:
The voucher transactions were incorrectly being calculated before the two-way match receipt was created so they didn't account for receipt data. The order of operations has been corrected so that the receipt is created/posted first so that the voucher can take it into account when doing its calculations.
