It is possible to route a document to an inactive person.
Symptoms:
Usually an inactive person will be blanked out on the workflow screen but the inactive person is displayed in the Send To tab when the form is first loaded and the inactive person is on the next step in the route.
Solution:
The code to load the form was getting the correct person from the next workflow step but was not checking if the person was active. If that person is inactive the send to person will be left blank.
