error receiving $0 PO line.
Symptoms:
Attempting to receive a PO line with $0 value results in an error that the receipt cannot be posted because the value is not positive.
Solution:
Allow net-zero receipts to be posted if the zero is a result of trnlines adding up to zero as opposed to being zero because of no trnlines. Net-negative receipts are still rejected.
