Workflow change - do not allow changing the send to person
Symptoms:
Currently workflow allows changing the send to person on non-approval steps. Add an option to not allow changing the send to person on all steps unless the person is blank.
Solution:
A new Codes option, SENDTO_DISABLE_OPTION was added to WORKFLOW in Codes. There are 3 options available: APPROVAL which disables changing of the send to person for approval steps (not including the new Voucher Approvals), ALLAPPROVAL which disables changing of the send to person for approval steps (including the new Voucher Approvals) and ALL which disables changing of the send to person for all steps. APPROVAL is the default value and is how Workflow currently works.
