Can't close WO to accounting due to open PO

Symptoms:
There is a problem trying to close work order 35451 but getting an error message saying there is an open PO against it (PO 117962). When I look into it via the screenshot below, the PO has been reversioned and the latest version is closed, but version 0 is still open. How does that happen?
Solution:
When determining the status of a purchase order costed to a work order, get the latest version of the PO header.
