Can't save changes to AP purchase estimates - thinks another user chgd
Symptoms:
I entered a new appropriation and added a purchase resource. Then I decided to change the resource. When you click Save you get the error msg that 'the record has been updated since retrieval' and you can't save. Retry is useless.
Solution:
The update SQL was failing when the entered purchase price was greater than or equal to 1000 dollars since the code was formatting the number to contain commas. The update SQL now removes the commas when creating the SQL statement.
