Can't reopen a release PO to reverse rct it - release created in PO
Symptoms:
A release PO was created against an open blanket in PO. It was fully received it then found had to do a reverse receipt. Could not reopen the PO.
Solution:
When reopening a release order check to see if the release was created from vouchers, if yes then do not allow the reopen, otherwise allow the reopen.
